You simply need to hit the lottery with a great coach. The Shox A.D. did 2x in a row.....now Koch money is keeping him around.
Facilities help with recruiting to an extent. Still need the most important pieces...elite staff.

You do have to make the homerun hire and then keep the talent. Koch money is pushing Gregg into the "elite" compensation status, but the majority of the compensation comes from other donors. Gregg's last raise from about 2M to 3.5M was not funded by Koch at all. Charles Koch did help fund some of the previous raise, but less than half. Bill Koch funded none of it. The uninhibited use of a $60 million G6 and crew for recruiting and vacations is funded by Charles Koch, and that's worth a ton, but my point is, Wichita can afford a 1.5-3M salary w/o any Koch money. Other Valley schools can do better than they are currently, even without one of the richest men in the world in their community.
Facility upgrades help with recruiting, not only players, but also coaches. If you are going to make the good hire, having a nice facility will increase your odds. If you get in a position that you have a good coach, good players, and a good facility, then ticket sales go up, donations go up, revenue increases, and you can further raise the profile of your school. However, if you are missing on one of the three, it's likely a losing scenario.
That said, facilities is the least important, by far, of the three components.
