High-elbow rule question

I figured this would get a lot more reads if I put it in the "Men's" section...

Yesterday in the ISU vs. Drake women's basketball game there was a high-elbow foul called on ISU's Shala Jackson.
Jackson recieved the ball on the left wing. She took a dribble to her left and beat her defender for an uncontested lay-up.
On the way to the basket Jackson caught her defender with her right elbow on the natural back-swing of her arm.
Jackson's elbow was NOT above her shoulder. Drake's defender was lunging to stop Jackson in a squatted defensive stance.
Jackson took 3 dribbles after the contact was made before reaching the goal.
The Drake defender dropped to the floor in a heap, and play was stopped FOLLOWING the lay-up.
The officials went to the monitor to look at the replay.
They rewarded ISU with the lay-up (which happened after the charged foul) and rewarded Drake with 2 free throws.

Was the rule used correctly?

Was the sequence of events done correctly?
-Elbow contact made
-Jackson makes lay-up
-Officials stop play for Drake injury
-Officials go to monitor to see contact replay
-Officials rule that the basket counts
-Officials charge Jackson with a high-elbow foul

No just like if a charge was committed shouldnt the basket have not counted?

Back in the late 90s WSU's Maurice Evans was ejected from a game early in the 1st half for something very similar. As he started to sprint down court, the natural back-swing of his arm (the "pumping" motion you do when you run) took his elbow back and an opposing player, who was also starting his sprint down court, happened to be right there and caught Mo's elbow in the face. It was incidental contact, but Mo was called for a flagrant foul and ejected immediately. One of the worst referee over-reactions I've ever witnessed.

They have to award the basket. You cannot change that in the review. I don't understand how they can award free throws. I understand reviewing to see if a punch or elbow was thrown, but I didn't think you could call fouls off of the replay.

Women's MVC officiating is attrocious.

This year in the alaskan tourn. that Drake went to this happened. we were ahead in the game by 1 point and took a charge call with 4 seconds left i believe. in all the excitment A. Hawley took the ball and bounced it 2' above his head and while walking down the court. The other coach went nuts and they went to the replay. While the refs were looking at the replay, the announcer was talking to the refs and pointing out that that was horrible that drake was excited and how he bounced the ball over his head ...... The announcer would not stop ..... the refs came back onto the floor and called the technical foul on hawley, they made 2 free throws and they won the game. Call made from going to the replay.... must be ok!!!
