Calling off the whole thing is likely the coming solution. The economic impact of that is enormous, given the vast sums of TV money that come back to the programs, as well as the on-the-ground impact of the cities hosting the games.
Mainly, the problem inside the problem is the players who have no eligibility left after this year, or intended to seek a pro contract. To that end, it would seem they have to play the games.
Aside from the real issue of why these games are of marginal importance -- we have to be serious about not killing 20 percent of our population, it seems playing the games in empty fieldhouses is kind of silly. A local YMCA would be cheaper. You just need 2 locker rooms.
