This could have a serious effect amongst other sports though. Lets say ISU decides to give football the stipend, but they also have to give women's volleyball and soccer the stipend as well to match. There will definitely be valley schools out there that will not give to volleyball and soccer simply because they do not play football. This will set up a clear recruiting advantage in those womens sports. I wonder if a football school like UNI would elect not to pay the stipend to their players. This could definitely upset the normal balance of things when it concerns football too.

I can't see any school in the valley not doing it for at least basketball.

This could have more of an effect on athletics than some think and it could simply be due to the fact that some schools in the valley have football and some do not.

How could schools choose to only use this on Basketball? Wouldn't that be a violation of the law?

Yeah but outside of perhaps Illinois St, do you think that any of the other FB schools have the money to give the extra $2K to Fb players anyway? I don't. UNI, SIU, InSU and MSU are all broke or pretty close to it. We see symptoms of their financial woes already: threatening to drop to D2, unable to afford the buyout that would go with firing a basketball coach, losing head coaches to assistant gigs at BCS schools and liquidating cattle herds. I don't know anything about IlSU's respective financial position, but I haven't seen any stories like those at the other schools.

I think it is fine as long as they are doing both men's and women's basketball. So if one of our schools did it for football then I think they would have to equal it out with women's sports as well.
