The broadcast version of this report said the contract was potentially worth $30 - $40 mill over the contract's 10-year life.

I don't know where they're getting that number, but they definitely don't mean that WSU will be making $30-40 million over that time frame.

Hold on there.
How do you know? This is what was reported, and it needs further investigation to find out where those figures come from, and their accuracy. At this time, what you said on Shockernet "you can't imagine that number to be true" is a smarter comment than "they definitely don't mean that WSU will be making 30-40 M over that time". The fact is that you just don't know the facts nor does anyone else right now.

I don't know if I missed something, but does this mean CBS College Sports will be broadcasting all WSU basketball games not selected to be a part of the conference TV package?

We'll all be learning what this does and does not mean for WSU in the coming weeks and months but what we do know is that this is a new and expanding revenue stream and that our athletic program continues to move forward and set new standards for other Valley programs to try and emulate.

While I'm sure that you'll see WSU more and more on a national stage, pretty much every WSU is on TV as it is and I don't think the production is changing if I heard the announcement correctly.

I would be absolutely shocked if we're making more than $1 million a year off of this. Which, like I said on Shockernet, would still be a huge coup for us. And extra $1 million a year over any other Valley team would be awesome.

However, I've studied Tier 3 rights a lot, and I cannot imagine any way that WSU's Tier 3 rights are worth $3-4 million a year. I would LOVE to be wrong, though.
