Yep, Illinois State has decided that character doesn't matter, rules don't matter, its all in the name of winning.
I'm all about second chances, but when there is no punishment for the mistake there is no lesson learned.

Felony selling of drugs.
He was suspended for 11 days - during May - there's no football activities in May.
He plead guilty to the felony and was reinstated with "no further punishment" by the athletic department within 2 hours.
Teddy isn't about to miss any playing time.

Whether it happened in May or September, he still could have been suspended from playing in the first X number of games. The timing should be irrelevant.
