Is this definitively the case? I've seen conflicting information about this (as well as the at-large candidacy for VCU and UC San Diego).

Yes, Drake was 2 spots above UNC. The committee’s released seeding list went in this order:

45 VCU
46 North Carolina
47 UC San Diego
That put Drake/VCU above the at-large line, but UC San Diego below it.
The committee’s seeding list last year had Drake above the last at-large team in as well. In retrospect, we should’ve been rooting for Indiana St to beat Drake last year - as the committee valued Drake more (presumably due to their 4-2 Q1 record).
