I still don't trust the Big 12 situation. Everyone was flirting with everyone else; they only agreed to a GOR making big concessions towards Texas. As long as UT and OU are allowed to rule over the kingdom, there will be an uneasy tension.
It's possible a Big 12/Pac 12 alliance, but not a formal merger, might make the most sense. Big 12 is unstable, Pac-12 is losing money on TV. Both really can't be raided by the other (neither league is strong enough to pull it off). Big 10 can't really raid the Pac-12, it doesn't make logistical sense. I think these two leagues partner on a TV deal and scheduling deal, giving west coast teams access to the midwest and midwest teams access to the west. Big 12 adds two more teams to even the numbers out (they have to add Cincy just to give West Virginia some help out there).
Failing that, it's all about what situation Texas feels is best for Texas. I think they like status quo; joining any other conference involves too much sacrifice. From there, it's all about if anyone else can get a strong enough offer to leave. Everyone will be looking; everyone but Oklahoma would pull the trigger instantly if afforded the chance.
