I'm not aware of that rule and I doubt that it exists. I know there is a rule that keeps you from giving the kid a scholarship in another sport (e.g., UNI can't give the kid a wrestling scholarship just so he can play hoops).
Isn't WSU in sort of the same boat? If they get Walker, they will have to yank a scholarship from somebody, right?
On the ethical side, I don't have a problem with oversigning. I do think it is a tad unfair though to cut a kid (or yank his scholarship) a month before school begins. He has very limited options at that late date as most places will have already filled all of their available scholarships. Cut the kid or yank his scholarship in May if you are going to do it, so he at least can try to find another school if he wants to.
