There's no bargaining. While the schools do get to make requests, they can't possibly all be honored.
ESPN, CBSSN, et al, have windows on specific dates that they need to fill. ESPN is the first tier rights and has first pick. They pick the games they want for the MVC windows. The only influence the MVC really has is the games it schedules on those windows - and even that is influenced by ESPN to some degree. Once you set a full slate of games on your TV dates (which is what happens because you want a game like we just saw between Bradley/Drake on ESPN2), your scheduling options are limited.
The networks will sometimes ask for input on a team's prospectus for the season before selections, but that won't change the windows they have. The unknown of a team's potential is also why we have wildcard windows where they wait to see how teams are doing before selecting a game from those available during that window.
I know it sounds easy to set game X on a weekend or move it to a weekend, but it's not that simple. TV windows, arena conflicts and competitive balance considerations make putting a schedule together a daunting task. That's before you even consider a school's scheduling request - something like putting your rivalry game on a weekend, or not playing your rival during winter break, for instance.
