Obviously people do care or there would be no need for a vote. According to the article, WSU was pretty upset they didn't get to host, so obviously they care. It might be fair to say that a casual fan doesn't care, but I suspect that the participants and coaches care a great deal. Having home field advantage in a tournament that provides an automatic NCAA bid is a big deal.

I interpret that differently. I don't think he was saying that hosting a tournament is or should be the goal at all. I think he is just saying that, if you expect to host a tournament, your facilities and program should at least be at a particular level, as the home field advantage that hosting presents is of tremendous benefit and greatly improves that school's chances of getting an NCAA tourney autobid.
