Well, no one else has mentioned it yet, so I will:

THERE IS NO SUCH THING AS AN MVC OFFICIAL.

:Bam:

and I'll add a third to Baller's comment.

Yes, and no. There is no such thing as a guy who is strictly an MVC official, but there is a list of officials who are contracted with the MVC to be able to work the conference's games. So, I guess the question might be more accurately stated as "Is Kipp Kissinger still on the list of MVC officials?"

They (MVC) used to have their preseason basketball yearbook on the website, and that always listed the officials. If that's still on-line somewhere, it should be easy to see whether Kissinger is still on the list.

Doesn't Kissinger always work with Higgins? I think Higgins wants him on his crew which is why we see them a lot.

They don't have crews in college basketball. They work with different people almost every night.

I'm not sure what makes people dislike Kissinger so much. The Valley gets a lot of the same officials that CUSA, Big 12, Big 10, SEC, etc. get.

And make fun of Higgins all you want, but he is a top-level official nationally. The Valley gets guys like Tom Eades, Higgins, and Tom O'Neill, so we can't complain all that much.
