Because the whole point is to promote goodwill for your business, not to look like the stickler bad guy. There were about 100 people in my section chanting Boycott Casey's.
$10k is chump change to them. Dishing that out would have made them look amazing to everyone there. Instead, the dumb college kid who misunderstood the rules and drilled a miracle shot looks like a martyr.
It's not all about the rules, it's about what's good for business.

If they want to spend 10-50K, go out and give it away to a homeless shelter for abused women and get some positive pub. That would go a heck of a lot farther than impressing a bunch of Shocker fans at a basketball game they were destined to lose.
