My guess is they farmed out the risk to an insurer and knew they couldn't collect on the policy since the rules weren't adhered to. None of their on-site representatives likely had the power to do anything significant without going up the ladder and there wasn't time for that.

Because the whole point is to promote goodwill for your business, not to look like the stickler bad guy. There were about 100 people in my section chanting Boycott Casey's.
$10k is chump change to them. Dishing that out would have made them look amazing to everyone there. Instead, the dumb college kid who misunderstood the rules and drilled a miracle shot looks like a martyr.
It's not all about the rules, it's about what's good for business.
Are you kidding????? If they want to spend 10-50K, go out and give it away to a homeless shelter for abused women and get some positive pub. That would go a heck of a lot farther than impressing a bunch of Shocker fans at a basketball game they were destined to lose.
