The Valley does not have FBS football.
Any team with FBS football CAN join the Valley, provided they are in another conference ONLY for FBS football.
Look at the Big East's associate members. FBS football conferences are able to add teams only for football if they have their sports in a conference that does not have football.
Any program that has FBS football but is only looking at an associate membership (as many teams have done in the Big East, and NMSU is doing in the Sun Belt), not only would look at the Valley but HAVE to look at a conference like the Valley that doesn't have "big boy football." In this sense, not having FBS football is significantly better for expansion than having BAD FBS football.

True enough but other than NMSU which of the schools listed are in conferences that require membership in all sports. All of them. Other than NMSU all of these schools are already in conferences for all sports including big boy football.
For the bold and italicized area from your post, any suggestions? I can't think of any but I could be overlooking someone(s).
