MN State Mankato and St. Cloud State are two branch campuses of the same institution, along with Bemidji State, MN State Moorhead, Southwest Minnesota State, and Winona State. Since they all share one Chancellor and one Board of Regents, and all exist in the same D2 conference, they probably all move (or stay) together.
So for political reasons, I suspect nothing ever changes.
OR, the NCAA should permit D1/D2 mixed conferences: like a school D2 in FB and D1 in BB, or a mixed set of D1/D2 teams by gender (mens' D1 and womens' D2).
Mixed gender wouldn't fly with Title IX.
