Total athletics staff (coaches, administrators, trainers, etc.)
Evansville: 74
MVSU: 33
Oh, and MVSU has a football program that accounts for 25% of their staff.
Total sports offered:
MVSU: 16
Evansville: 14
The minimum for NCAA D1 membership is 14. With respect to MVSU, there are a number of sports that share a coach. Men's tennis and women's tennis have the same coach. Yes, only one coach.
Attendance wise, MBB games
MVSU: 9 home games, 3940 average. Pretty much selling out the gym
EVAN: 16 home games, 5120 average.

Please explain.

The NCAA has minimum APR (academic and graduation rules) standards for a school to keep scholarships and remain eligible for the NCAA tourney. (You may have seen recent stories about UConn's attempts to appeal the rules which will keep them from being able to play in the NCAA tourney next year because of poor APR scores).
When the new APR rules went into effect, it was discovered that only about two or three teams from the SWAC and MEAC would even be eligible for the NCAA tournament!!! They whined, complained, called for congressional action, etc. and the NCAA eventually relented. Instead of making them abide by the same academic standards that all of the rest of the schools in D1 are expected to abide by, the NCAA created a special exception allowing schools from those two conferences to play in the NCAA tournament even if they don't meet the minimum standards.
