You wouldn't be playing then in the first round; you would be playing them in the second round.
Also, I'm pretty sure it is not a hard rule that you can't have rematches until the round of 16. They try to avoid it if possible, but there's still a chance Creighton could play Cal in the second round, however small it may be.
Okay, the Second Round. I still haven't adjusted to the play-in games being classified as the "First Round."
I felt pretty confident that you couldn't have rematches in the first (now known as the "second") round. Unless they did away with that rule when they started calling the play-in games the first round, I think it is still in place. Do you know of any examples where, in the round of 64, there have been rematches with regular season opponents?
I had always thought the NCAA tourney rules were as follows:
1) A team cannot play games on its home floor for the first two rounds of the tourney.
2) BYU cannot be scheduled to play on Sunday.
3) No rematches of regular season opponents in the round of 64.
4) Top four seeds get preference to playing at sites closest to their home (but recall rule #1)
