Why? If they're an FBS football school, and the MVC does not have a FBS football division, wouldn't Tulsa be free to join an FBS football conference as an associate member? I wouldn't think they'd be forced to downgrade to the FCS if they were to join the MVC, although few NCAA rules make sense to me, so I could be wrong.
Not many FBS conferences have football affiliates, especially the conferences Tulsa wants to be a part of(CUSA, MWC or Big East football).
There are three teams about to join the Big East as associate members: Navy, ODU, and East Carolina. Navy has all of their non-football sports in the Patriot League (which has FCS football), whereas I believe ODU and ECU are considering Atlantic 10, CAA, and Big South for their non-football sports ... two of which are leagues that have FCS football.
I'm not arguing that Tulsa has any interest in joining the MVC. I am specifically disagreeing with bleach's statement that zero FBS football schools will consider a non FBS conference in basketball. Not only has Navy already done so, but ECU and ODU are both considering doing so. Thus, bleach's point is wrong.
In fact, IF Tulsa were to look at joining the Big East, there is a decent possibility that they would only do so in football, as the four other Big East associate schools have done. In that case, Tulsa would have to find a non-FBS conference to join for their other sports.
